A Goodie Bag to glue and fill

HATS!
To make your party hats, cut out, and fold into a cone. Tape or glue edge.
Use tiny round beaing elastic for the strap. Knot one end, push it through
one side of the hat, and then around to the other side, thorugh it, and knotting
it.
The rounded edge is the brim edge.
